192.168.0.0 to 192.168.255.255

The range that varies from 1 to 191 is designed for public IP addresses. It does not include the address range that is included above in the private network. Thus we can say the special ones defined in the form of 192.x.x.x are private addresses for a router. And it usually happens that the IP addresses usually fall in this range of private IP addresses.

The devices in your neighbor's home can have the same private IPs as your devices, but the public IP in both the homes and everywhere else would be different.
